Also the ability to actively respond to changes are valued very high. In Sweden the most relevant quality criteria are the common and shared vision and the active engagement of the key stakeholders. For its sustainability the development of capacities for learning promotion are valued the most. In Lithuania the most relevant quality criteria are the common and shared vision and the active engagement of the key stakeholders. Also the roles of monitoring, evaluation and motivational strategies is emphasised. In Romania the most relevant quality criteria are the common and shared vision and a common definition of the objectives/outcomes as well as the active engagement of the key stakeholders. The role of measuring is also emphasised. In Lithuania the most relevant quality criteria are the common mission and the active engagement of the key stakeholders. The necessity to adapt to changes and the role of evaluation are also emphasised. In Ireland  the most relevant quality criteria are the common objectives and outcomes with quantifiable targets and the involvement of all stakeholders within the decision-making process. Evaluation is valued as a core acitvity.
