- Review broader regional development strategies to determine influence of LR strategy

Very broadly-based outcome indicators were agreed. These covered expected benefits in terms of:
- “Creating a spark for Learning” – enthusiasm amongst relevant institutions
- Giving children and young people the best start in life
- Fostering a thriving and inclusive city, and
- Promoting Quality Learning Environments
